Telmo Fernandes has a degree in Electrical Engineering and a MSc in Systems and Automation in the area of Telecommunications from the Faculty of Science and Technology of the University of Coimbra (1996 and 2000, respectively). He completed his PhD in propagation of radio waves in environments with vegetation, with the thesis entitled “A discrete RET model for Micro- and Millimetre Wave Propagation through Vegetation”, at the University of South Wales in the United Kingdom (2007), where he carried out extensive outdoor measurement campaigns at frequencies of 10, 20, 40 and 62.4 GHz. In his teaching career at IPL, which began in 1997, he taught, among others, the courses of Wireless Network Technology, Microwave Communications, Electric Circuits II, Radio Frequency Electronics (Master in Telecommunications), Communications in Vehicles (MSc in Automotive Engineering), Antennas and Radiopropagation, Cellular Network Planning and Electromagnetic Compatibility (MSc in Electrical Engineering). Co-supervised 3 PhD theses, 18 Master's dissertations and 47 undergrad projects. In Instituto Politécnico de Leiria, in addition to being a Member of the Technical-Scientific Council of ESTG, he was Coordinator of the Master's Course in Electrotechnical Engineering (2015-2017) and Head of the Department of Electrical Engineering (2009-2011). He is a Senior Member of the Institute of Electrical and Electronic Engineers (IEEE) since 2016 and co-founder of the electronics development company Digiwest-Wireless and Embedded Solutions, Lda., operating since 2008. He was responsible for the Project “Choosing Science: Electromagnetic Waves”, having visited dozens of secondary schools to give lectures on the subject. Developing research on radiowave propagation at the Leiria Delegation of the Instituto de Telecomunicações, he is also connected to several projects dealing with RF electronics, such as the Fly.PT and PAC Mobilizers. In recent years, he has also carried out some projects in the area of microcontrollers, with special emphasis on the creation of a “Monitoring interface for vending machines”. He was also responsible for the COMSAF project, carried out in cooperation between the Portuguese Army and the IPL. As a result of his scientific activity, he was the author and co-author of 32 papers in scientific journals and 67 in conferences, both national and international, having been awarded a Best Propagation Poster Award at the IET-EUCAP2007 conference. He is also co-author of a patent: "Portable wireless device for remote monitoring and medical care of patients".
