Jorge Manuel Ventura Oliveira e Carmo is an environment engineer and sanitary engineer with experience in sea policies and he is a professor in economy of the sea. With thirty years of experience in environmental policies, systems and technologies of water treatment and economy of the sea, he teaches national and European funding and integration of policies dedicated to the economy of the sea and economic models applied to the economy of the sea. With a PhD in Environmental Engineering from Instituto Superior Técnico of the University of Lisbon (2013), he completed the Doctoral Program in Climate Change and Sustainable Development Policies of the University of Lisbon, Technical University of Lisbon, NOVA University of Lisbon and University of East Anglia (2010). Senior Member of the Order of Engineers, with a Degree in Environmental Engineering from the Faculty of Sciences and Technology of the NOVA University of Lisbon (1985) and Master in Sanitary Engineering, with distinction, from the NOVA University of Lisbon (2004). He also completed a Post-Graduation in Business Management at the Instituto Superior de Ciências do Trabalho e da Empresa (1992) and a Post-Graduation in Management in the Advanced Program of Economics and Management of Water Services Companies at the Universidade Católica Portuguesa (2008). He is an environment and sanitation engineer at the Lisbon City Council, responsible for joint projects with LNEC, National Laboratory for Civil Engineering, in the strategy of control of undue inflows to sanitation and stormwater networks, enhancement of municipal infrastructure and asset management of infrastructure, among others. He was deputy director-general of Sea Policy (2014-2019), director of the Office of Marine Accident Investigation and the Aeronautical Meteorology Authority (2016-2017), president of the company AMBIPORTO, Tratamento de Efluentes ACE (2000-2012), executive director of SISAQUA, Sistemas de Saneamento Básico, SA (1995-2012), engineer of SOUTHERN WATER PLC (1995-1996) and director of LISTRATA, Empresa Pública de Tratamento de Águas de Lisboa (1992-1995). Between 1991 and 1995 he worked as a design engineer in several companies (AMBIO, ENGIDRO, PROSSISTEMAS, HIDROPROJECTO, ECOLMARE and HIDROQUATRO) and was founding partner of AMBISAN, Ambiente e Saneamento Lda. (1987-1994). He was the first environment engineer in the Lisbon City Council (1986-2020), where he worked in the Sanitation Department, in GARLIS Gabinete de Intercepção e Tratamento das Águas Residuais de Lisboa, in the control of the city's atmospheric pollution and in the launching of tenders, supervision of building and operation of the Lisbon Wastewater Treatment Plants. He has worked in scientific research in several organizations, he was a researcher at LNETI Laboratório Nacional de Energia e Tecnologia Industrial (1985-1986), at the Navy Hydrographic Institute, as a Naval Reserve Specialist Officer (1986-1987), at LNEC Laboratório Nacional de Engenharia Civil (1995-2003), at CEHIDRO Centro de Estudos de Hidrossistemas do Instituto Superior Técnico (2009-2013), and PhD researcher at CCIAM Centre for Climate Change Impacts Adaptation and Modelling, at the Faculty of Sciences of the University of Lisbon (2013-2014). Currently, as guest lecturer, he teaches at the Faculty of Law of the New University of Lisbon, (2015-2020) and has taught at the Lusófona University of Humanities and Technologies (1999-2003), the Higher Institute of Health Sciences (1997-2001), FORPESCAS Professional Training Centre for the Fisheries Sector (1994-1995) and at the Faculty of Sciences and Technology of the New University of Lisbon (1993-1995).
