Luis Augusto Bica Gomes de Oliveira nasceu em Lisboa em 1979. Obteve os graus de Licenciatura e Doutoramento, no Instituto Superior Técnico (IST), Universidade de Lisboa (UL) em Lisboa, respectivamente em 2002 e 2007 e o título de Agregação em 2016, especialidade de Electrónica, na Faculdade de Ciências e Tecnologia (FCT) ¿ Universidade Nova de Lisboa (UNL). Desde Setembro de 2007 é Professor (desde 2021 professor Associado) no Departamento de Engenharia Electrotécnica e de Computadores (DEEC) da Faculdade de Ciências e Tecnologia (FCT) da Universidade Nova de Lisboa (UNL). No DEEC é presentemente regente e lecciona as unidades curriculares do Mestrado Integrado em Engenharia Electrotécnica e de Computadores (MIEEC): Electrónica II, IV e Osciladores e PLLs de Alta Frequência e é responsável pelo módulo de Osciladores e Misturadores na Unidade Curricular Tópicos Avançados em Electrónica (TAE) do Programa Doutoral em Engenharia Electrotécnica e de Computadores. É investigador do INESC-ID (no grupo de Circuitos Analógicos e Mistos) desde 2001, inicialmente como bolseiro de investigação (de 2001 a 2002), bolseiro de doutoramento (de 2003 a 2007), investigador contratado post-doc (Janeiro a Outubro de 2007) e desde Novembro de 2007 investigador colaborador sénior. Desde 2007 passou a ser investigador sénior no Centro de Tecnologias e Sistemas (CTS) da UNINOVA, integrando o grupo de Micro/Nanoelectrónica (do qual passou a ser coordenador em janeiro de 2016). Em Setembro de 2017 passou a membro da direção do CTS-UNINOVA. Paralelemente tem tido uma colaboração intensa com TUDelft (Holanda) e a Universidade de Alberta (Canada), nos seus trabalhos de Investigação e Desenvolvimento (I&D) Desde 2003 participou e em diversos projectos nacionais e europeus nas áreas da micro/nanoelectrónica. Os seus interesses científicos enquadram-se na área do projecto de circuitos integrados analógicos, mistos e de radio frequência, em tecnologias CMOS nanométricas, nomeadamente: osciladores, amplificadores e misturadores, com tensão de alimentação reduzida e com baixo consumo. Publicou mais de 100 artigos em revistas e conferências internacionais, destacando-se artigos nas revistas IEEE TCAS-I e TCAS-II e na principal conferência do IEEE da área de circuitos e sistemas, ISCAS (onde publicou consecutivamente, de 2003 a 2018). É co-autor dos livros Analysis and Design of Quadrature Oscillators (Springer, 2008) e Quadrature RC-Oscillators The van der Pol Approach (Springer, 2018). É membro sénior do IEEE e foi eleito vice-presidente da comissão executiva do IEEE Portugal Section para o biénio 2018/2019 e presidente do joint chapter do IEEE Portugal, que agrega as seguintes sociedades: Broadcast Technology, Circuits and Systems e Consumer Electronics, para os Biénios 2016/2017 e 2018/2019. Foi co-organizador (responsável pelos arranjos locais) da principal conferência do IEEE na área de Circuitos e Sistemas (ISCAS 2015). É membro do Analog Signal Processing Technical Committee, (ASPTC), desta conferência, desde Maio de 2008. É actualmente Associate Editor da revista IEEE Transactions on Circuits and Systems ¿ II (TCAS-II), para o período 2018-2019. Orientou três teses de doutoramento já concluídas e 30 teses de mestrado (concluídas). É actualmente membro eleito do conselho do Departamento de Engenharia Electrotécnica e de Computadores, gestor/coordenador eleito da secção de Electrónica e é membro eleito das comissões científica e pedagógica do MIEEC.
