Associate Professor with Aggregation and President of the Pedagogical Council. Her time is divided between teaching and research, in five key areas, exploring their interconnections: public finance, taxation, international taxation, social security and social economy. Using inter and multidisciplinary studies, she focuses her work on analyzing the impact of law on society, essentially in public-economic areas. She is a legal consultant in a small boutique, allowing for a crossing training and contributing for an interlinkage between the academic activity and practical reality instruments. Her doctoral thesis, awarded by NOVA University of Lisboa (2009) in the area of International Tax Law, proposed, in contrast to existing solutions, an original and innovative approach to understanding how business income generated through electronic commerce can be effectively taxed. The proposed solution combines legal and economic perspectives, offering an alternative to corporate taxation based on the virtual value chain. Integrating different spheres of action and thought (in this case the economic universe), it was a radical option of the then existing national and international tax universe. Her doctoral work, although in Portuguese, remains internationally relevant, as evidenced by the OECD BEPS initiatives on the challenges of the digital economy and the work of the Commission Expert Group on digital economy (2014). When she became a University Professor (2008), her research started to focus on understanding and systematizing how public action, especially through taxes, can impact society. She was Assistant to the Secretary of State for Solidarity and Social Security (2011-2013), allowing her to fully grasp how legislative and policy decisions are made and implemented. During this experience, she developed knowledge and skills, namely as: (i) Member of the Working Group that studied the possibility of merging the Social Security and Tax Authority collection units; (ii) Member of the Group d'Experts de la Commission sur l' Entreprise Social (since the group's inception) by appointment of the Minister of Solidarity, Employment and Social Security (2012 - ...); (iii) Participation in the Capacity Building Seminar: Financing business start-up by under-represented groups – OECD and European Commission (Trento, June 2012); (iv) Scientific Organization of the 1st Social Congress – Social Economy, Challenges of the 21st Century (29 June 2013, Estoril), having designed and written the Portuguese Charter for the Social Economy, approved by the National Council for the Social Economy; (v) Active intervention in structuring processes, namely, amendments to the Code of Contributory Regimes of the Social Security System, the Basic Law of the Social Economy and in the remaining legislative activity that took place in the social security system.
