Noémia Bessa Vilela, mãe, investigadora e cidadã do Mundo, Licenciada em Direito pela Universidade Portucalense, Mestre em Direito, LLM em Direito e Doutorada em Direito pela EOTVOS LORAND University em Budapeste. É fundadora e directora do centro de investigação " OPHIZ Research" sediado em Maribor na Eslovénia. Membro de diversas associações portuguesas e internacionais como a American Bar Association, European Law Institute, Academy of European Law, Observatório dos Direitos Humanos, Amnistia Internacional, etc. Com 14 anos consecutivos de projectos provenientes de fontes competitivas, maioritariamente financiados pela Com. Europeia, faz parte de várias redes internacionais de investigadores, liderando a COST Action CA20123 - IGCOORD desde 2021.
