Edgar Mascarenhas is a researcher at the Centre for Management Studies of Instituto Superior Técnico (CEGIST), where his work focuses on advancing collaborative and facilitated decision-making approaches and their application to complex challenges in health management and health policy. He earned his PhD in Engineering and Management from IST-ULisboa in 2025, awarded “Pass with Distinction and Honour”. His doctoral research examined decision conferencing practice and proposed novel methodological and practical approaches to enhance its effectiveness, with a particular emphasis on applications to pediatric health technology assessment in hospital settings. Edgar holds a MSc in Biomedical Engineering from Universidade Nova de Lisboa. Prior to his doctoral studies, he gained professional experience as a Business Intelligence analyst and developer at Glintt and Novabase, where he contributed to health data integration, analytics, and performance monitoring projects for Portuguese healthcare providers. He is the author of four scientific publications in leading international journals in the areas of “Health Care Sciences & Services” and “Operations Research & Management Science.” Edgar has presented his research at several national and international conferences and has actively contributed to multiple European research and innovation projects, including the Erasmus+ projects Fall-In-Age and chAnGE, as well as the EIT HEI4Future initiative.
