I am an education scientist with over 20 years of experience. My career started in the confluence of research and practical activities in the field of higher education at the rectorate of UPORTO and at the Centre of Research on Higher Education Policies (CIPES). Prior to my entry to the Faculty of Psychology and Education Sciences of the University of Porto (FPCEUP) as an assistant professor in 2017, I worked as a research fellow at the Centre for Research in Higher Education Policies (CIPES), and in the National Agency for Quality Assurance and Accreditation between 2011 and 2016. Since 2014, I developed an early independent research career focusing on the analysis of higher education policies namely on the relationships between the state, higher education systems and institutions placed at different levels, and on the European dimension of these policies. This provided me expertise in state-of-art and the analysis of higher education policies namely on the relationships between the state, higher education systems and institutions, and on the European dimension of these policies. I introduced the idea of ends/means reversal of policy instruments when the political goals are captured by the instruments developed for that purpose. I co-coordinated the governance and the quality working packages of a competitive project granted in the National Excellence Initiative “Global Challenges, National Initiatives and Institutional Responses: Mapping Transformations of Portuguese Higher Education Institutions”. Under this framework, I also coordinated a project comparing governance structures of higher education institutions in Denmark and Portugal. My research is influencing 1 PhD candidate, who is exploring the concept of political coordination and the role of ideas, interests and institutions that I am developing in the analysis of European governance and the construction of the Europe of Knowledge, and another PhD candidate, who is analysing the policy trajectories convening the policy cycle approach that I convened to capture the interaction, interpretation and disputes between and within the European, national and institutional levels of policy implementation of Bologna. Presently, I am full member of Centre for Research and Intervention in Education (CIIE/FPCEUP), where I am developing an independent research on teaching and learning, and research and European integration, and co-chairing the research and advanced training group “GAPE - Educational Policies Analysis Group”. I have established a transdisciplinary research group on the evaluation of curriculum development. I co-chair a research line (“The roles of universities in integration of European research and higher education”) under the framework of the project European Universities – Critical Futures Project (Centre for Higher Education Futures in Denmark). I became one of the pioneers in higher education research in bridging Education Sciences and European studies. I have proven a track record of 79 peer reviewed publications. 35 indexed in Web of Science and/or Scopus. I have published 8 book chapters with Springer, Palgrave, Sense and Brill. As a single or, first author, I have 50 peer reviewed publications. On the basis of international collaborations, I published, in co-authorship or, as first author, 6 articles WoS/Scopus journals. Two articles that I have published in 2006 and 2009 are highly cited (114 and 132 – Google Scholar). My total number of citations is 1042 (685 since 2015) according Google Scholar, and were measured on January 31st 2020, with corresponding h-index 18 and i10-index of 29; according to Scopus, the total number of citations is 290 and h-index is 9.
