After completing his Engineer degree at the Instituto Superior Técnico in Lisbon (IST, Technical University of Lisbon) in 1969, Dr. Carlos Sousa Oliveira started working on earthquake engineering at the Laboratório Nacional de Engenharia Civil (LNEC, Lisbon, Portugal), as a graduate student. In 1971 he started his pos-graduate programme at the University of California, Berkeley where he completed his MSc and PhD, respectively, in 1972 and 1975. He joint LNEC staff by 1973. He completed two academic internal degrees at LNEC, one in 1979 for Specialist and the other in 1987 for Research Officer. He has made several pos-graduate studies in the USA, at Berkeley in 1977, 1985 and at Stanford in 1980. He has kept close research contacts at almost permanent basis. He completed his Academic Degree “Professor Agregado” (Habilitation) at Instituto Superior Técnico, in 1991 and joined its faculty at the Department of Civil Engineering, as Full Professor of Structural Dynamics and Earthquake Engineering, in 1993. He taught various under-graduate and post-graduate courses and continue all efforts in research until retiring in 2016 at the age of 70. His main field of interest is earthquake engineering with emphasis on engineering seismology and on seismic hazard and risk mitigations. He has made scientific and technical contributions in several of these fields, such as in strong motion, dynamic behaviour of existing structures, and losses estimation, and dedicated part of his work to the minimization of earthquake risk in the Continental Portugal and in the Azores. He was responsible for the Strong Motion Network in Portugal in the period 1995-2015 and for several Maps of Hazard used in the Code of Actions and for the Insurance Industry. He served as President of the Portuguese Society for Earthquake Engineering (SPES), for 4 terms (2001-2013), and he chaired the Portuguese committee for preparing the National Document Application of EC8 (2001-2003). He was the Convener of Project Team no.1 for revision of EuroCode-8 and President of the Board of ICIST, the Research Unit in the Civil Engineering Department of IST dedicated to Structural Mechanics and Construction I the period 2001-2002. He acted as President of the Departamento de Engenharia Civil e Arquitectura (DECivil/IST) in the period 2005-2006. He is a member of “Ordem dos Engenheiros” (Engineering Chamber), and since 2004 was elected as member of the Portuguese Academy of Sciences and since 2006 of the Portuguese Academy of Engineering. He is member of the Editorial Board of three International Earthquake Engineering Journals and of two Portuguese Journals. Since 2015 he acts as Associated Editor of the Bulletin of Earthquake Engineering. He was member of the Executive Committee of the European Association for Earthquake Engineering (EAEE) (2004-2018) and was Vice-President of the International Association for Earthquake Engineering (IAEE) from October 2008 to September 2012. He was the Chairman of the Organizing Committee of the 15th World Conference on Earthquake Engineering which took place in Lisbon, September 2012. This Conference brought to Portugal more than 3200 participants and more than 3700 papers are in the proceedings. In November 2014 a Prize with his name “Carlos Sousa Oliveira” was created to be given to the best paper presented to the Portuguese Conference on Earthquake Engineering which holds every two/three years. He will be awarded by the European Association for Earthquake Engineering (EAEE) with the “Ambraseys Prize” to be given at the next European Seismological Commission Assembly (ESC-2020) to be held in 2021, where he will present the Main Keynote Lecture. Since 2016 he has worked on topics of Risk Perception, Population Awareness, Resilient Societies, etc., as Co-ordinator of EU-KnowRISK Project. And he served as Consultant in Strong Motion Seismology, Seismic Hazard, Vulnerability Assessment and Risk Analysis for different Projects.
